The key facts

When do I need it?
For almost every building application. An official site plan is mandatory if buildings or setback areas come closer than 0.5 m to the boundary.
Who may draw it?
The official site plan is drawn by publicly appointed surveying engineers (ÖbVI) or by the cadastral office.
What does it cost?
The site plan is a freelance service. You receive a binding quote for it. The cost estimate in advance is free.
What do I get?
The site plan as a building application document on paper and in the digital formats of the building authority. On request with a topographic survey plan for planning.

Topographic survey plan, official site plan

What your site plan shows

It starts with the topographic survey plan (Lage- und Höhenplan). We survey your plot and its surroundings: boundaries from the real estate cadastre (Liegenschaftskataster), buildings, heights of road and ground, trees and, on request, the lines of the utility companies. This is the basis for your planning.

For the building application we add your planned project: setback areas, parking spaces, outdoor areas and, if needed, the site coverage ratio. The result is the official site plan (amtlicher Lageplan) with everything the building documents regulation (Bauvorlagenverordnung) requires.

  • Must be drawn by an official surveying body if buildings or setback areas come closer than 0.5 m to the boundary (§ 7 (2) BauVorlVO M-V)
  • Since February 2026, builders in Rostock submit the building application fully online. We supply the plan in the required digital formats
  • Also as a basis for a development plan or a certificate of self-containment for flats (Abgeschlossenheitsbescheinigung)

After completion

Your finished building must be surveyed

If you have erected a building since 12 August 1992 or changed its ground plan, you must have it surveyed (§ 28 GeoVermG M-V). The result is recorded in the real estate cadastre. Only then is your house shown on the cadastral map.

What to do if you receive a letter from the cadastral office (Katasteramt) is explained in detail on our guide page.

  • Duty of the owner, independent of the building permit
  • Best done right after completion, while the boundary points are still easy to reach

Costs

What does a site plan for a building application cost?

Unlike boundary surveys, there is no fixed fee regulation here. Topographic survey plan, site plan and setting out are freelance services. You receive a binding quote for them before we start.

The price depends on the size of the plot, how much we have to survey on site, whether lines of utility companies are to be added and which formats the building authority requires. Tell us about your project and we estimate the costs free of charge.

Frequently asked questions

Site plan for the building application

When do I need a site plan for my building application?

The site plan is one of the documents you must always submit with a building application. This applies in the full procedure, in the simplified procedure and when no permit is needed (Genehmigungsfreistellung). Without it, the building authority (Bauaufsicht) cannot check distances to the boundary, how the building fits in or the access. Your application then counts as incomplete.

Who may draw the site plan?

An official surveying body under § 5 (2) no. 3 to 6 GeoVermG M-V is required in one case. For example, a publicly appointed surveying engineer (ÖbVI). This applies if the building or one of its setback areas comes closer than 0.5 metres to the boundary and the boundary is not defined by officially determined boundary points (§ 7 (2) BauVorlVO M-V). Then the boundary survey (Grenzfeststellung) is part of the service. If the boundary points are already determined, we issue you the matching certificate.

What does the site plan show?

It shows the plot with its boundaries, land parcel details and land register reference, the existing buildings, the heights of the plot and the road, and protected trees. It also shows the planned project with its outer dimensions, the ground floor level and the setback areas. Depending on the project, it adds areas of public easements, rules of the development plan, access roads, parking spaces and areas for the fire brigade. So the site plan is a complete package. It lets the building authority decide on your project quickly and correctly.

At what scale is the site plan drawn?

The rules require a scale of at least 1:500. A larger scale must be used if the project cannot be assessed otherwise. 1:250 has proved useful, as the model site plan for Mecklenburg-Vorpommern also recommends. In addition, the building application needs a current extract from the cadastral map (Liegenschaftskarte). It shows the neighbourhood within at least 50 metres.

Who is responsible for which part of the site plan?

We are responsible for everything that was determined by surveying: boundaries, existing buildings and heights. As publicly appointed surveying engineers we certify these details with our seal or an electronic signature. The planned building and the calculation of the setback areas come from the documents of the responsible designer (Entwurfsverfasser), usually your architect. The responsible designer also remains responsible for how all the specialist plans fit together. The plan keeps both parts clearly apart, so the building authority can see who is responsible for which detail.

Do I also need the site plan for a digital building application?

Yes. Since February 2026, builders in Rostock can submit their building application fully online. The official site plan is still mandatory. We supply it in the required digital formats.

What do I get from you for the site plan for my building application?

We supply the official site plan for the building application with our seal, the extract from the cadastral map, the boundary check and boundary survey, the height survey of the plot, the setback areas and public easements drawn in, and the plan in digital form for the building application.

Topographic survey plan

What is a topographic survey plan?

The topographic survey plan (Lage- und Höhenplan) is a scaled record of your plot and its surroundings as they are today. It is the basis for architects and specialist planners, for a development plan or for documenting the existing situation.

How is it different from the site plan for the building application?

The topographic survey plan only shows what exists today. We agree its content with you. The site plan for the building application is an official building application document with a prescribed content. It also shows the planned building with its setback areas (§ 7 BauVorlVO M-V). In practice, one comes from the other: we add the project of your responsible designer to the plan.

What is recorded in a topographic survey?

Usually the buildings with eaves and ridge heights, the ground with heights and slopes, roads and kerbs, and walls and fences. We also record trees with trunk circumference and crown diameter, and manholes with cover and invert levels. On request we take over utility lines from the plans of the utility companies and mark in the plan where they come from. We supply further content by agreement.

Are the boundaries shown in the plan binding?

The boundaries are taken from the real estate cadastre (Liegenschaftskataster) and show its records. The course is legally binding only where officially determined boundary points exist. If you want to build close to the boundary, we recommend a boundary check first and, if needed, a boundary survey. We carry this out as publicly appointed surveying engineers.

How up to date must a topographic survey plan be?

As up to date as possible, because ground, trees and plants and neighbouring buildings change. An older plan can be enough for a first idea, but not for the building application and construction. We check it on site and add to it instead of making a completely new one. The survey date is always shown in the title block, so everyone involved can see how current it is.

What do I get from you for a topographic survey plan?

We supply the survey of the plot on site, the topographic survey plan as PDF and CAD file, contour lines and terrain model, the tree survey with trunk circumference, and the boundary check and boundary survey.

Planning law information

What is planning law information?

When you plan a building project, many rules apply that are not in the land register (Grundbuch). Planning law information (Baurechtsauskunft) collects what applies to your plot: planning law, public easements, protection rules and the boundaries. It is a solid basis for buying the plot and for the design. But it does not replace a binding decision by the authority.

How do you check whether a plot may be built on?

If there is a development plan (map in German), its rules on type and size of use, building style and the area that may be built on apply (§ 30 BauGB). Without a development plan, in a built-up part of a town, the project must fit in with the character of its surroundings (§ 34 BauGB). Outside built-up areas, building is only allowed in exceptional cases (§ 35 BauGB). Local bylaws of the municipality also apply, for example on design, on the built-up area or on preservation.

What are public easements and why are they not in the land register?

With a public easement (Baulast), an owner voluntarily accepts a duty under public law towards the building authority. For example, to allow an access road or to take the setback areas of the neighbour. Public easements are not kept in the land register but in the register of public easements (Baulastenverzeichnis) of the building authority. They also bind later owners (§ 83 LBauO M-V). As publicly appointed surveying engineers we can look into this register and prepare new documents for a public easement. We coordinate with your architect and the public easement office of the district and supply forms and site plans.

What else can limit building on a plot?

Often it is protection of monuments, protected areas and biotopes, and protected trees. Single trees are protected from a trunk circumference of 100 centimetres. In house gardens, however, only oaks, elms, plane trees, limes and beeches, walnut and sweet chestnut are protected (§ 18 NatSchAG M-V). Local tree protection bylaws can protect further trees. There are also required distances: 30 metres to forest (§ 20 (1) LWaldG M-V), 50 metres to first order waters and to lakes of one hectare or more, and 150 metres to coastal waters (§ 29 (1) NatSchAG M-V).

How do I get binding certainty before I plan or buy?

Only the building authority can decide bindingly. With a preliminary decision (Vorbescheid) you can clarify single questions before the full building application (§ 75 LBauO M-V). Examples are whether the plot can be built on at all or the permitted height. Our information gives you the technical basis for this and shows which questions you should ask.

What do I get from you for planning law information?

You receive information on the development plan and bylaws, an extract from the register of public easements, and land register and cadastral documents. On request we also research protection of monuments, nature and trees and summarise the results in a site plan.
