Land consolidation and land reorganisation
Land consolidation: reorganising land ownership in rural areas
Paths across other people's land, parcels without access, ownership that does not match actual use: a land consolidation procedure reorganises ownership and use in a new and sensible way. We carry out these procedures on behalf of the state.
- Suitable body under § 53 Abs. 4 LwAnpG
- 10 current procedures
- Districts of Rostock and Vorpommern-Rügen
The key facts
- What is it about?
- Land ownership in rural areas is reorganised. Boundaries are adapted to actual use, plots are merged, and paths and waters are settled.
- Who orders it?
- The state. We work as a suitable body (geeignete Stelle) under § 53 Abs. 4 of the Agricultural Adjustment Act (Landwirtschaftsanpassungsgesetz, LwAnpG). We work for the responsible ministry, not for individual owners.
- Who takes part?
- All owners in the procedure area, plus municipalities, public agencies (Träger öffentlicher Belange) and the participants' association (Teilnehmergemeinschaft).
- What does it cost me?
- As a rule, nothing. You do not pay notary or surveying costs. You only pay if you receive more land than your previous claim.

Why land consolidation
When ownership and use drift apart
Over decades, paths have been moved, waters have been developed and land has been farmed differently from what the cadastre shows. Farmyards, roads and waters then lie on other people's land. Parcels have no access. Farming and ownership do not fit together.
A land consolidation procedure brings the two back together. This makes farming and forestry easier. It creates clear conditions for sale, lease and inheritance. And it is often the condition for building infrastructure at all.
- Adapt cadastral boundaries to actual use
- Merge scattered plots
- Settle farmyards, paths and waters legally
- A clear basis for sale, lease and inheritance
What else the procedure can include
More than new boundaries
Funded measures can be included in the plan for communal and public facilities (§ 41 FlurbG, the Land Consolidation Act or Flurbereinigungsgesetz). Examples are rural path building for access, village renewal and small tourist facilities. What would otherwise need many separate land purchases becomes part of the procedure.
Measures under the EU Water Framework Directive can also be carried out this way. Some procedures are even started just for this purpose. The land needed is settled within the procedure, not by negotiating with each owner.

How a procedure works
Four stages over several years. The land consolidation authority (Flurneuordnungsbehörde) leads the procedure, and we carry out the work.
-
Start
The authority defines the procedure area and starts the procedure. All owners in the area become participants.
-
Record the current state
We find out who owns what and how it is used. We also record the wishes of the participants. This gives the picture of the current state.
-
Reallocate
On this basis, land is allocated anew: connected areas instead of scattered pieces, access for every parcel, paths and waters settled.
-
Transfer to the cadastre
The new boundaries are surveyed and marked. They are entered in the real estate cadastre (Liegenschaftskataster) and the land register (Grundbuch). Then the new legal situation applies.
Frequently asked questions
What is a land reorganisation procedure (Bodenordnungsverfahren, BOV)?
A land reorganisation procedure (Bodenordnungsverfahren, BOV) clarifies and reorganises land and ownership. The aim is clear parcel boundaries and legally secure ownership.
Can I commission a land consolidation procedure?
No. A procedure is started by the land consolidation authority (Flurneuordnungsbehörde). Individual owners cannot commission one. We handle it as a suitable body (geeignete Stelle) under § 53 Abs. 4 LwAnpG on behalf of the state.
What happens to my property?
It stays your property. Only its location or shape changes. The aim is that you end up with land of equal value that is easier to use: connected instead of scattered, with access, and with boundaries that match actual use.
How long does a land consolidation procedure take?
Several years. From the start until the new legal situation is entered in the real estate cadastre (Liegenschaftskataster) and the land register (Grundbuch), it often takes ten years or more. This depends on the size and the number of participants. Many benefits come earlier, for example new paths.
Do I have to pay for the land reorganisation procedure?
No. As a rule, you do not pay notary or surveying costs for the procedure. Costs only arise if you receive additional land that goes beyond your previous claim.
Where can I see whether my plot is affected?
This is shown in the order (Anordnungsbeschluss) or the area map (Gebietskarte) of the procedure. The map on this page gives a first overview of our procedures. For Mecklenburg-Vorpommern, the state also offers an online map of current land consolidation and land reorganisation procedures (in German). For legally binding information, ask the responsible land consolidation authority.
