You received a letter about a building survey?
The cadastral office (Katasteramt) writes that there is a building on your land that must be surveyed? Then you have to order the survey (Gebäudeeinmessung), but you may choose who carries it out. This page explains why, what it costs and what we do for you.

The key facts
- Who has the duty?
- The owners of the land or building and holders of a heritable building right. The duty comes from the law, not from an order.
- Which buildings?
- All buildings erected or changed in their ground plan since 12 August 1992. Extensions, conservatories and demolitions count too.
- What does it cost?
- The fee depends on the construction value of the building, not on the work involved. The cost estimate is free of charge.
- Who may do it?
- Any official surveying body in M-V. You may choose freely, even if the letter names a particular one.
The duty to have buildings surveyed
Which buildings must be surveyed?
When a building is erected or its ground plan is changed, it must be recorded in the real estate cadastre (Liegenschaftskataster). The law places this duty on the owners and on holders of a heritable building right (§ 28 GeoVermG M-V). It applies to everything built or changed since 12 August 1992.
In the sense of the law, a building is a roofed structure that can be used on its own and that people can enter. Under the surveying regulation (LiVermVV M-V) the following are surveyed:
- Buildings of solid or durable construction with a floor area of 30 m² or more, for example houses, offices and warehouses
- Buildings of light construction with a floor area of 40 m² or more, for example garden sheds, greenhouses and huts
- Roofs without solid outer walls covering 45 m² or more, for example carports and shelters
- Wind turbines from 80 m height, measured to the highest point a rotor blade reaches
- Building parts such as loggias, arcades, projecting floors or parts with a different number of storeys, from 30 m² and at least 0.5 m deep

Costs
What does an official building survey cost?
The building survey is an official survey. The fee is set by the state fee regulation (VermKostVO M-V) and is the same at all official surveying bodies in the state.
It depends on the value of the building, not on the work involved. What counts is the construction value (Herstellungswert) at the time of the survey, without outdoor facilities and special operating equipment (§ 4 Abs. 2 VermKostVO M-V). So for an estimate we only need this value. For several buildings, we need each value and the total.

Real estate cadastre in Mecklenburg-Vorpommern
Why the cadastre must know your house
The real estate cadastre is the official register of land within the meaning of the German Land Register Code (Grundbuchordnung). In Mecklenburg-Vorpommern it must record all land parcels and buildings. This secures ownership of land and is the basis for calculating property tax.
With digitalisation it has become a multi-purpose cadastre: environment, planning, administration, legal matters, statistics and business all use the same data. If your building is missing, it is missing from all of these.
- After the survey, your building appears on the cadastral map (Liegenschaftskarte)
- The survey is the basis for extracts that your bank or notary asks for
Is your building still missing from the cadastral map?

How the building survey works
Four steps, and we do most of the work.
-
Send us the letter
Send us the letter from the cadastral office, for example with the online request. Tell us the construction value of the buildings, and we estimate the costs.
-
Agree on a date
We arrange the appointment on site with you. You usually do not need to be there. We only need access to the property.
-
Survey on site
We measure the outline of the building and evaluate the measurements.
-
Result in the cadastre
We submit the survey to the cadastral office (Kataster- und Vermessungsamt). Your building is taken into the real estate cadastre and appears on the cadastral map.
Frequently asked questions
I received a letter from the cadastre office. What do I have to do now?
Order an official surveying body to survey the building. You may choose which one: any in Mecklenburg-Vorpommern, including us, even if the letter names a specific office. Simply send us the letter and the construction value of the buildings, and we estimate the costs in advance.
The letter itself is not an invoice. It reminds you of the legal duty of owners and holders of a heritable building right (§ 28 GeoVermG M-V). Costs only arise with your order.
My house has stood for decades. Does the duty apply to it too?
The duty applies to all buildings erected or changed in their ground plan since 12 August 1992. Older buildings are usually already recorded in the real estate cadastre. An extension, a conservatory or a demolition changes the ground plan and creates the duty again.
What is the fee for a building survey based on?
On the value of the building, more precisely its construction value (Herstellungswert) at the time of the survey, without outdoor facilities and special operating equipment (§ 4 Abs. 2 VermKostVO M-V). Not on the work involved and not on the size of the land.
For a cost estimate we therefore only need the construction value of the buildings to be surveyed. For several buildings, we need each value and the total. The estimate is free of charge.
Do I have to be there on the day of the survey?
Usually not. We need access to the property and measure the building from outside. If you cannot be there, we agree in advance how we get onto the property.
