Digital building application in Mecklenburg-Vorpommern: Rostock leads the way

Do you want to build in one of the current building areas (in German) in Rostock? Since 9 February 2026, you no longer have to take a pile of paper to the authority. The Hanseatic and University City of Rostock (Hanse- und Universitätsstadt Rostock) is the first municipality in Mecklenburg-Vorpommern with a digital building application (digitaler Bauantrag). It is leading the way for the whole federal state.

From the preliminary enquiry to the use of the building: everything online

The new portal brings together more than 30 different types of application in one place. Building application, preliminary enquiry (Bauvoranfrage), partial building permit or application for an exemption: in future, all procedures run via the platform mv.digitalebaugenehmigung.de (in German). Builders, planning offices and the responsible authorities work together in one shared digital case. Questions and coordination take place directly in the system.

If you submit an application, you can see its current status yourself at any time. No waiting for letters by post, no calling the case officer.

What do I need for the digital building application?

The digital process does not change the main documents you need. In most cases, a complete building application still needs an official site plan (amtlicher Lageplan) under § 7 BauVorlVO M-V. A publicly appointed surveying office must prepare it. Only the way is new: you submit the documents digitally, and they go directly to the building control authority (Bauaufsicht).

• Official boundary survey (Grenzfeststellung) under § 29 Abs. 1 GeoVermG M-V

• Setting out the building after you receive the building permit, so that the planned dimensions are transferred exactly to your plot
• Official building survey after completion, required by law to update the real estate cadastre (Liegenschaftskataster)
