Usually not yet under this bylaw. The municipality is still drawing it up. The last known step is: Decision to draw up the plan. Until it comes into force, the law that applied before still decides what you may build. In some cases a project can be approved while the plan is still being drawn up (§ 33 BauGB).

When the bylaw will come into force, and whether its content will still change until then, nobody can say for sure in advance.

What is a clarification bylaw?

It sets the limits of the built-up part of a town or village (§ 34 Abs. 4 Satz 1 Nr. 1 BauGB). Inside these limits, what you may build depends on the buildings around it.
