It does not contain all the rules of a qualified development plan. Where it says nothing, the general rules for built-up areas (Innenbereich) or outlying areas (Außenbereich) apply (§ 30 Abs. 3 BauGB).

A general residential area (WA) is mainly for housing; shops and non-disturbing craft businesses that serve the area are allowed too. A mixed area (MI) combines housing and business, a commercial area (GE) is mainly for companies.

The floor area ratio says how much floor area is allowed compared with the plot area. A GRZ of 0.4 means buildings may cover 40 % of the plot. Garages, parking spaces with their driveways and ancillary buildings may usually exceed this by half, up to 0.8. The calculation is part of the documents for the building application.
