Usually not yet under this development plan. The municipality is still drawing it up. The last known step is: Draft. Until it comes into force, the law that applied before still decides what you may build. In some cases a project can be approved while the plan is still being drawn up (§ 33 BauGB).

What is a qualified development plan?

It sets at least the type and extent of building use, the parts of the plots that may be built on and the local roads and paths. A project is allowed if it does not go against these rules and access and services are secured (§ 30 Abs. 1 BauGB).

The development plan sets which kind of zone applies and so what may be built and run there. A general residential area (WA) is mainly for housing; shops and non-disturbing craft businesses that serve the area are allowed too. A mixed area (MI) combines housing and business, a commercial area (GE) is mainly for companies.

The floor area ratio says how much floor area is allowed compared with the plot area. A GRZ of 0.4 means buildings may cover 40 % of the plot. Garages, parking spaces with their driveways and ancillary buildings may usually exceed this by half, up to 0.8. The calculation is part of the documents for the building application.

The part of a plot where buildings may stand. It is limited by building lines that buildings must not cross (Baugrenze) or lines on which they must be built (Baulinie). Garages and ancillary buildings may be allowed outside it unless the plan says otherwise.
