The development plan is legally binding. It sets out what may be built on the plots in its area. You find the details in the plan drawing and in the text part.

Whether your own project fits the plan is decided by the local building authority (untere Bauaufsichtsbehörde). You can ask them in advance with a preliminary building enquiry (Bauvoranfrage).

What is a qualified development plan?

It sets at least the type and extent of building use, the parts of the plots that may be built on and the local roads and paths. A project is allowed if it does not go against these rules and access and services are secured (§ 30 Abs. 1 BauGB).

Which survey you need and when

For a holiday or leisure project in this area, you usually need these surveys.

  1. Before you buy: clear up the boundaries

  3. For the building application: site plan

    It is required by § 7 BauVorlVO M-V. If buildings or their spacing areas (Abstandsflächen) come closer than 0.5 m to the boundary, an official surveying body must make it, for example a publicly appointed surveying engineer (ÖbVI).

  4. Before building starts: setting out
